Eldaniz Guliyev was born in Lankaran. He studied at the Azerbaijan State Institute of Arts (1974-1979), the scriptwriting department of the Higher Courses of Directing and Screenwriting in Moscow (1979-1981, creative workshop of A.Tarkovsky, V.Yezhov, O.Ioseliani). He completed internships at the Mosfilm, M.Gorky film studios, and the Ostankino Television Center.

He worked as an editor at the Azerbaijanfilm film studio, a member of the editorial board, artistic council, and state film acceptance commission (1981-1987), editor-in-chief of the Debut studio (1987-1992), editor-in-chief of the Azerkinovideo Production Association (1993-1996), and editor-in-chief of the ABA television company (1999).

In 2006, he was awarded the honorary title of "Ambassador of Peace" by the International Peace Federation.

He is the founder of the newspaper "Ziyali-Intelligence", published in Russian and Azerbaijani. He is currently the chairman of the Union of Intellectuals of Azerbaijan.

His dramas "Uchatilan", "Tilsimli daira", "Tepegoz", "Why is the Murshud silent?", "Desire" and other works have been staged in the theaters of the Republic.

The collection of stories "Agh yukhu" (1985), the book of stories and short stories "Kolgasiz adam" (1998), "Rasim Balayev" (1999), "Isharti" (2019) have been published.

Screenwriter Eldeniz Guliyev is the husband of actress Khalida Guliyeva.

Screenwriter Eldeniz Guliyev is the father of director Najaf Guliyev.
