Nusrat Fatullayev was born in Lankaran.

He studied at the Baku Art School named after Azim Azimzadeh (1930-1934).

He began his first work at the Academic National Drama Theater with the performance of the drama “31-43” (1934, “The Destruction of the Squadron” by Alexander Korneychuk) by director Yusif Yulduz. Since 1938, he was appointed chief artist of this collective and held this position until the end of his life, being the artist of more than 50 performances. He designed stage designs for performances and operettas at the Theater of Young Spectators (1938), the Theater of Musical Comedy (1940, 1943-1945, 1972).

He was the chairman of the Union of Artists of Azerbaijan (1944-1946). 

He was awarded the Stalin Prize (1948) for the play "Morning of the East" (Anvar Mammadkhanli), and the State Prize of Azerbaijan (1972) for the adaptation of the drama "Song Remained in the Mountains" (Ilyas Afandiyev). 

Honored Art Worker (1940), People's Artist (1949) Nusrat Fatullayev died in 1987 and was buried in the Second Alley of Honor.

Artist Nusret Fatullayev is the brother of actor Fateh Fatullayev.
Artist Nusret Fatullayev was the husband of actress Hokuma Gurbanova and actress Ofeliya Mammadzadeh.
Artist Nusret Fatullayev is the father of actress Vafa Fatullayeva.
