Ramiz Azizbayli was born in Baku. He studied at the Cultural and Educational Faculty of the Azerbaijan State Institute of Arts (1977).

In 1957, when he was in the second grade of secondary school, he began performing in the programs of the Children's Programs Editorial Office of Azerbaijan Television. When he was 11 years old, he was invited to the dubbing studio to voice children's roles. Until then, such characters were voiced by actresses. As on television, he was the first child here.

He was the vice-president of the "ADAM" International Association of Philanthropists, founded in 1999.

He was a professor at the Azerbaijan State University of Culture and Arts, head of the Department of Variety and Musical Theater Directing.

Laureate of the "Shohrat" Order (2018), Honored Artist (2000), People's Artist (2008) Ramiz Azizbeyli died in 2021 and was buried in the Yasamal cemetery.
