Ramiz Fataliyev was born in Baku.

He studied at the Azerbaijan State Petrochemical Institute (1969) and the Higher Courses of Directors and Screenwriters in Moscow (1972).

His works were published in republican newspapers and magazines.

He worked as a member of the script-editorial board of the “Azerbaijanfilm” film studio (1974-1975), editor-in-chief (1986-1987), and director (1987-1995).

He was the vice-president of the Soviet Association of Political and Detective Novels (1987-1991), a deputy of the Supreme Soviet, and a member of the Milli Majlis (1990-1995).
