Elbay Rzaguliyev was born in Baku.

He studied at the Azerbaijan State Art School named after Azim Azimzade (1946), and at the Art Faculty of the All-Union State Institute of Cinematography (1946-1953).

Since 1953, he began working at the "Azerbaijanfilm" film studio.

He was a participant in local and foreign exhibitions. His works are kept in many museums, galleries and private collections.

He was the secretary of the Union of Artists of Azerbaijan (1977-1987).

He was awarded the "Shohrat" order (1998).

Honored Artist (1964), People's Artist (1977), State Prize laureate (1986) Elbey Rzaguliyev died in 2007.
