Fuad Afandiyev was born in the village of Atskhuri, Akhaltsikhe district, Tbilisi province.

He studied at the Medical Faculty of Azerbaijan State University (1928).

He worked as the head of the Department of Surgery of the 2nd Faculty at Azerbaijan State Medical University (1944-1963). In 1957, on his initiative, a thoracic surgery department was established at clinic No. 4. He worked as deputy director of the Scientific Research Institute of Hematology and Blood Transfusion (1960), director of the Republican Blood Transfusion Station, head of the Pulmonary Surgery Department of the Scientific Research Institute of Tuberculosis, chief surgeon of the Ministry of Health of the Azerbaijan SSR (1943–1952), and head of the Surgery Department of the Fourth Main Directorate (1946–1963). His research was on thoracic surgery, hematology, hemostasis, blood clotting, he proposed an original method that allows easy determination of blood infection in the pleural cavity ("Efendiyev test"), created special tools and devices to facilitate lung operations, and showed the possibility of express treatment of hemotox and hesarthrosis. He was the author of more than 200 scientific works, 3 monographs, textbooks and teaching aids, scientific and methodological instructions, inventions and rationalization proposals. He was internationally recognized in the fields of thoracic surgery, cardiac surgery, and blood transfusion.

A candidate of medical sciences (1934), doctor of medical sciences (1943), professor (1943), honored doctor (1942), honored scientist (1956), corresponding member of the Academy of Sciences of the Azerbaijan SSR (1959), twice a deputy of the Baku City Soviet and the Supreme Soviet of the Azerbaijan SSR of the 4th convocation, Fuad Afandiyev died in 1963.
