Imir Mammadli was born in the Kaspi region of Georgia. He studied at the Philology Faculty of Tbilisi State University (1975-1980).

In 1985, he began his career as a journalist at the Georgian State Television and Radio Broadcasting Committee. He worked in the Georgian Writers' Union and in the editorial office of the newspaper "Soviet Georgia". He was an advisor and counselor in the Georgian Head of State's Office (1992-1996), a referent on interethnic relations at the Georgian State Secretariat (1996-2000), and rose to the position of Deputy Head of the Regional Policy and Management Service of the President of Georgia. He worked for a long time as the Director of the Literature and Art Department of the Public Radio (2005-2018). Since 2019, he has been working at the State Translation Center under the Cabinet of Ministers of the Republic of Azerbaijan.

He began writing poetry in his school years. Four of his plays have been staged: "Key", "Light Dust", "Remedy", "Thief-True".

He has also been engaged in scientific creativity and translation work. He is the author of 9 books. He has translated “Anthology of Modern Azerbaijani Prose”, selected works of Afag Masud, as well as the sayings of the Prophet Muhammad, the works of Yunus Imre, Ashiq Alasgar and other writers into Georgian.

The film “Khoruz Bayram” was shot in Turkey based on his script (2018, directed by Mustafa Diyar Demirsoy).

He was awarded the State Prize of Georgia (2001) for the translation of Shota Rustaveli’s “The Warrior in the Tiger Skin” from Georgian into Azerbaijani, as well as the Order of “Honor” of Georgia (1998), the “Machabeli” State Prize of the Georgian Writers’ Union (1997), and the “Ugart” Literary Prize (2005).
