Nuraddin Taghiyev was born in Tbilisi, Georgia.

He studied at the Directing Department of the Azerbaijan State Institute of Arts (1969).

Until 1991, he worked as a director at the Azerbaijan State Radio and Television Committee.

From 1991, he was the director of the Art Exhibition Hall in the Ministry of Culture, and then until the end of his life, he was the deputy director of the State Art Gallery.
