Shamsaddin Abbasov was born in the village of Sayadlar in the Absheron region.

He studied at the Russian-Tatar school and the Polytechnic Institute in Baku (1926–1927).

Since 1923, he collaborated with the newspapers "Yeni fikir", "Kommunist" and "Ganj ischi" (Young Worker). During this period, he entered the literary world with the story "Mahshar günü". In 1926, he worked as a responsible secretary in the editorial office of the newspaper "Ganj ischi" and was also included in the editorial board of the magazine "Komsomol". He was one of the organizers of "Ganj kisyl kelemler". Since 1929, he has worked as a responsible secretary of the newspaper "Kommunist". As the director of the Azerbaijan State Opera and Ballet Theater (1938–1939), he participated in the decade of Azerbaijani art in Moscow. He was the director of the Baku film studio (1939-1941). In 1942, he joined the Central Committee of the Communist Party of Azerbaijan, where he worked as an instructor and the executive secretary of the commission dealing with Azerbaijan's participation in World War II. In 1944, he was appointed chairman of the Committee for Radio Broadcasting and Radio Broadcasting under the Council of Ministers of the Azerbaijan SSR. Since 1951, he has worked as an editor of the fiction department at the Azerbaijan State Publishing House. He translated literary scripts, plays, novels and stories from Russian. He also wrote scripts and plays: "Babek" (1940), "Victory" (1931), "Blood Blood" (1944), "Asgar and Simuzar" (1945), "Farhad's Family" (1950), "Mr. Wall Street" (1951).

Shamsaddin Abbasov died in 1975.

Writer Shamsaddin Abbasov is the father of actor Gunduz Abbasov.
