Akram Aylisli (Akram Naibov) was born in the village of Yukhari Aylis, Ordubad.

He studied at the Faculty of Philology of Azerbaijan State University and the Institute of Literature named after M. Gorky.

He was an editor at "Azernashr" (1965-1968), editor-in-chief of "Ganjlik" publishing house (1968-1970), member of the editorial board of "Ulduz" magazine (1967-1978), member of the artistic council of the USSR Writers' Union (1968-1976), founder and first editor-in-chief of "Azerbaijan" magazine (1978-1983), satirical film magazine "Mozalan" (1970-1971), editor-in-chief of the State Cinematography Committee of the Council of Ministers of Azerbaijan (1974-1978), secretary of the Union of Soviet Writers of Azerbaijan (1987-1991), director of the "Yazichi" publishing house (since 1992). He was elected a member of the Board of Directors of the USSR Writers' Union and the Presidium of the Azerbaijan Writers' Union, as well as the editorial boards of "Azerbaijan" and "Druzhba narodov" magazines (1978-1990).

He began his artistic creativity with poetry. His first printed story, "Gesham and his son-in-Law," was published in the magazine "Azerbaijan" (1959). His plays have been staged in various theaters. He has published numerous books. He has translations of works by Ivan Turgenev, Chingiz Aitmatov, and others.

He was a deputy of the Milli Majlis of the Republic of Azerbaijan of the 3rd convocation.

He was awarded the Badge of Honor and the Order of "Glory."

He is an Honored Artist (1984). He was accused of distorting the facts about the history of Azerbaijan in his work "Stone Dreams" and was deprived of the honorary title of People's Writer (2013).
