Ali-Sattar Guliyev was born in Baku.
He studied at the Azerbaijan State University of Culture and Art (1998-2002, 2003-2005-master), the Azerbaijan State University of Economics (2004-2006).
He worked as a customer service officer at Azercell (2003-2007), art director at Iz Production (2007-2011), manager at Tonica Production (2012-2016), deputy director of the Azanfilm studio (2011-2015), director of the Mozalan studio (2015-2023).
Since 2024, he has been the director of the Nizami Cinema Center.
