Elshad Rasimoghlu (Elshad Mammadov) was born in Baku.
He studied at the Azerbaijan Technical University (1987-1993).
He worked as an editing director on Azerbaijan Television, in the Baku bureau of Samanyolu Television, and on Public Television. He is currently an employee of Tahsil TV.
He is an Honored Worker of Culture (2011).
