Garay Fazli was born in the Ilisu village of Gakh.
He studied at the Language and Literature Faculty of the Azerbaijan State Pedagogical Institute.
He taught in the Gakh region (1953-1957).
From 1957 until the end of his life, he worked in various positions at Azerbaijan Television and Radio.
He was the editor of the newspapers "Hikmet" (1991), "Akhtarish" (1992), "Kendin sesi" (1993).
In 1956, the book of poems "My voice" was published. He is the author of the books "Ildirimlı daghlar", "Kahreba ishighinda", "Yeddi ulduzlu sema", "Night sun", "Bir gelbin asimani".
Garay Fazli died in 1995.
