Ilgara Tosova was born in the village of Hanifa, Balakan region.
She studied at the Faculty of Drama and Film Acting of the Azerbaijan State Institute of Arts (1992).
Since 1992, she has worked at the Azerbaijan State Youth Theater. Since 2009, she has been an actress at the Azerbaijan State Young Spectator Theater.
Actress Ilgara Tosova is the wife of actor Ayshad Mammadov.
