Ogtay Zulfugarov was born in Baku.

He studied at the Asef Zeynalli Music School (1947–1951), the cello class of the Azerbaijan State Conservatory (1951–1952), and the composition specialty (1952–1958).

While still a student, he began his career as a cello teacher at Music School No. 1 in 1949. At the same time, he worked as a choirmaster in various cultural houses, a music editor and sound director at the Azerbaijan State Radio and Television Committee (1958–1962), a methodologist at the Republican House of People's Creativity (1965–1967), and a consultant, chief consultant, editor, and department head at the Azerbaijan Composers' Union (1968–1991). He was the director and artistic director of the Azerbaijan State Children's Philharmonic (1991–2012). His first works were published during his student years. His works include concerts, symphonies, cantatas, chamber-instrumental music and romances. The children's songs he composed brought him special fame.

Laureate of the Order of "Glory" (2009), Honored Artist (1972), People's Artist (2000) Ogtay Zulfugarov died in 2016. He was buried in the II Alley of Honor.

Composer Ogtay Zulfugarov is the father of composer Jahangir Zulfugarov.
