Ogtay Aghayev was born in Baku.

He studied at the Asef Zeynalli Music School (1953-1956).

He began his career as a soloist of the Azerbaijan State Pop Orchestra. At the same time, he was a member of the “Gaya” vocal quartet. He continued his artistic career in the Azerbaijan State Pop Orchestra and the Azerbaijan State Philharmonic. Since 1971, he has been a soloist of the Azerbaijan State Radio and Television Pop Orchestra.

Laureate of the “Humay” Prize, People's Artist (2000) Ogtay Aghayev died in 2006 and was buried in the Yasamal cemetery.
