Rauf Mammadov was born in the Dagli neighborhood of Baku. He is originally from the Sayadlar village of Khizy.
He studied at the Faculty of Journalism of Baku State University.
He is the author of many songs. Singer Zeynab Khanlarova performed many of his unforgettable songs.
He is an Honored Worker of Culture (2019).
