Rovshan Vagifoghlu (Rovshan Ismayilov) was born in Baku.
He studied at the Faculty of Theater and Cinema Arts of the Azerbaijan State University of Culture and Art, specializing in feature film and television film director (1996-2000).
In 1993, he started working as an assembly engineer at Azerbaijan Television. Since 2000, he has worked as a head of technical service and director at Lider TV. Since 2018, he has been an employee of CBC Television.
He is the founder of the AQAP Producer Center.
He was awarded the “Golden Fairy” award (2019).
