Rza Rzayev was born in Shahbuz, Nakhchivan.
He studied at the Law Faculty of the Institute of Management and Business, the Azerbaijan Academy of Public Administration, the Master's degree in Cinema and Television of Beykent University in Turkey (director's specialty), and the directing courses of the Istanbul branch of the New York Film Academy (2015).
He worked as an advisor at the representative office of the Nakhchivan Autonomous Republic in Baku (until 2014).
