Shamil YAliyev was born in Baku.

He studied at the Directing Faculty of the Azerbaijan State Institute of Arts (1984-1989).

Since 1990, he has worked at the "Azerbaijanfilm" film studio. He created the first encyclopedic website about Azerbaijani cinematography (http://www.cinema.aznet.org). For a while, he worked as a director at ITV. Since 2008, he has been the founder and head of the "Nurfilm" studio. He was awarded the "Humay" national award (2013) and numerous international awards for the film "Chalkman". He was awarded the "Teraggi" medal (2018).
