Soltan Hajibeyov was born in Shusha. In 1930, he moved to Baku and lived with his uncle Uzeyir Hajibeyov's family.

He studied trumpet at the Music College. In 1939, he entered the composition department of the Azerbaijan State Conservatory, in the class of Professor Zeydman.

He worked as a conductor at the Musical Comedy Theater. The work "Golden Rose" was staged on the stage of the Baku Musical Comedy Theater in 1940. In 1945, the Turkmen Opera and Ballet Theater commissioned the composer to write the opera "Kemina and Ghazi". The symphonic part of that work is called "Caravan". Since 1955, the work has been republished and independently entered the repertoire. The themes of the composer's works for children are diverse. He composed music for many performances. Since 1947, he has been teaching at the Azerbaijan State Conservatory, served as the artistic director and director of the Azerbaijan State Philharmonic (1947–1962), and as the rector of the Azerbaijan State Conservatory (1969–1974).

Honored Artist (1958), People's Artist (1960), People's Artist of the USSR (1973) Soltan Hajibeyov died in 1974 and was buried in the Alley of Honor.

Composer Soltan Hajibeyov is the father of composer Ismayil Hajibeyov.
