Telman Mammadov was born in Mingachevir.
He studied cinematography at the All-Union State Institute of Cinematography (1982-1987, I. Shatrov's workshop).
In 1970, he began working as a mechanic at the "Azerbaijanfilm" film studio. He directed many films together with "Azerbaijanfilm", "Uzbekfilm", "Tajikfilm".
He currently lives in Moscow.
