Vladimir Neverov was born in Baku.
He studied at the Azerbaijan State Polytechnic Institute.
Since 1964, he has worked as a sound operator, sound director, and head of the sound engineering service at the Azerbaijan State Russian Drama Theater. Since 1980, he has been engaged in musical composition of performances. Since 1992, he has been writing plays and scripts.
He is an Honored Worker of Culture (1991).
