Vusal Khaligoghlu was born in Baku.

He graduated from the Azerbaijan State University of Culture and Arts with a degree in Directing (2010).

Since 2009, he has worked at Azad Azerbaijan Television. Since 2023, he has been an actor at the Shusha State Musical Drama Theater.
