Akif Rafiyev

Akif Rafiyev was born in Ganja.

He studied at the Faculty of Law of Azerbaijan State University (1960).

He worked as an expert-criminalist at the Azerbaijan Scientific-Research Institute of Forensic Expertise (1960-1961), assistant to the Shamkir district prosecutor (1961-1964), department prosecutor at the Azerbaijan SSR Prosecutor's Office (1964-1966), Ismayilli district prosecutor (1966-1970), Mingachevir city prosecutor (1970-1976), Zagatala district prosecutor (1976-1979), Sumgayit city prosecutor (1979-1981), Chief of the Investigation Department of the Ministry of Internal Affairs of the Azerbaijan SSR (1982-1989), Deputy Minister of Internal Affairs of the Republic of Azerbaijan (1989-1991), Deputy Minister of Justice of the Republic of Azerbaijan (1991-2002).

He was awarded the honorary title of Honored Lawyer (1989), the rank of State Counselor of Justice of the 3rd degree (Major General of Justice) (1998). He has published articles and interviews in legal journals, more than 100 speeches and articles on current issues and problems of law. Currently, he is the chairman of the Binagadi District Council of Elders.
