Anvar Seyidov was born in Oghuz.

He graduated from Baku City Communication Electrotechnic School, specializing in postal engineering, and from the Faculty of Law of Azerbaijan State University (1969).

He began his career in 1964. After working in various jobs in the field of healthcare and communications, he was hired by the Ministry of Justice of the Republic of Azerbaijan in 1972. He worked as a consultant in a notary's office, head of the Republican State Fund Archive, chief consultant in the Notary and Civil Registry Department, judge in Zagatala and Jalilabad district courts, and chairman of the Jalilabad district court. He worked as a judge of the Supreme Court of the Republic of Azerbaijan (1990-2000), judge of the Republican Court for Grave Crimes (2000-2011), and judge of the Baku Grave Crimes Court (2011-2019).

He was awarded the Golden Sword Award, the Golden Pen Award (2008) for his novel "Tulatum", and the First Prize in the competition dedicated to the 90th anniversary of the Republic of Azerbaijan and the 100th anniversary of Mir Jalal Pashayev. He is the author of the book "Application of International Law Norms in Judicial Proceedings of the Republic of Azerbaijan", the textbooks "Constitution and Fundamentals of Law", "Fundamentals of Law", and "Heydar Aliyev and the Constitution of Azerbaijan".

Colonel, first-class judge, Doctor of Law, Professor of Azerbaijan Pedagogical University Anvar Seyidov died in 2025.
