Aslan Fatullayev was born in the village of Chayrud, Lerik region.

He studied at the Baku Library Technical School, Faculty of Culture and Education, as a director of the Independent Theater Group (1974-1976), and at the Azerbaijan State Institute of Arts, Faculty of Culture and Education (1977-1982).

At the age of 7, he played the role of Denial in the comedy "Nasreddin" (Y.Azimzadeh) in the village house of culture. He appeared in such popular programs of Azerbaijani television as "Morning Meetings", "Night Channel", "Journey to the World of Comedies", "45 Minutes". He starred in the film "The Boy and the Deer", produced by "Mosfilm", as a photo reporter.

Since 1979, he has worked in cultural institutions of Sumgayit city, was the artistic director of the "Ganjlik" club (1974-1984), the director of the "Dostlug" house of culture (1984). He worked as an actor at the Azerbaijan Academic National Theater (2003).

For the first time in the history of the republic, he created a rock band called "Yukhu" in Azerbaijani, and the band won the "Golden Autumn-89" festival held in Baku in 1989. The "Yukhu" rock band won the "MAYEN - ROK-90" international festival held in Germany in 1990.

Since 2008, he has been working at the Azerbaijan State Puppet Theater.

He is the director of the Sumgayit city "Dostlug" cultural house.

He is an Honored Worker of Culture (2016).
