Jahangir Zulfugarov was born in Baku.
He studied at the Bulbul Music School and the Azerbaijan State Conservatory (1979-1984, Jovdat Hajiyev's course).
He began his career as an editor at the Azerbaijan State Television and Radio Company. Since 1986, he has been working as the head of the music department at the Azerbaijan State Puppet Theater.
His works include music for films and theater performances, children's operas, musicals, plays for piano, variations for piano, songs and romances.
He is an Honored Artist (2012).
Composer Jahangir Zulfugarov is the son of composer Ogtay Zulfugarov.
