Chingiz Mustafayev was born in Astrakhan. In 1964, he moved to Baku with his family.
He studied at the Azerbaijan Medical Institute (1977-1983).
In the 1970s, he founded the first disco club in the USSR and Azerbaijan. He is known as the first DJ in Azerbaijan. In 1981, under his leadership, a group called “3M”, consisting of 12 “light DJs” and “technicians”, was founded. In 1983, he sang the rap song “Yesterday has passed” for the first time in the world in Azerbaijani. During that time, he opened a small cafe called “Sevinj” in Baku. In 1985, he founded the “Jangi” youth association. This was the first mature manifestation of the renewal process that began in the Soviet Union to take shape in Azerbaijan. In the 1990s, he was the creator of the “Impromptu”, “Thursday” programs on Azerbaijani television, the “Ganjlik” variety show, and the “Ozan” rock group. After completing his medical education, he worked as a doctor in the Shabran region for three years by appointment. He was appointed head physician at the dormitory of the Institute of Civil Engineers. After the beginning of Armenia's aggression against Azerbaijan in Karabakh, he turned to journalism. Since 1991, he has been working as a reporter on the Azerbaijan State Television. His reports on the realities of Azerbaijan, which was under information blockade, found their way to leading American and European television agencies and televisions. He was the initiator of the establishment of an autonomous organization such as the "215 kl" studio.
Chingiz Mustafayev was martyred in 1992 from a shell fragment he received during filming in the Nakhchivanli village of Khojaly. He was buried in the Alley of Martyrs. He is a National Hero of Azerbaijan.
Journalist, actor Chingiz Mustafayev is the brother of director Vahid Mustafayev.
