Elkhan Ojagov was born in the village of Kepanekchi (now Kvemo-Bolnisi) of the Bolnisi district of Borchali district, present-day Georgia.

He studied at the Philology Faculty of the Tbilisi State Pedagogical Institute (1976). In parallel, he graduated from the evening department of the Faculty of Photo and Cinematography of the Tbilisi State University.

He made a documentary film called "Tbilisi Evenings".

He worked as a worker in the "Inter-Kolkhoz Construction" union (1970-1971), a 6th-grade motorist-locksmith in the "Gurchkendtechizate" district union (1971-1972), a teacher in the Kepanekchi village secondary school (1976-1980), a secretary in the district committee-law organization of the Bolnisi District Komsomol Committee (1980-1983), a secretary in the Komsomol committee (1983-1984), a special correspondent in the "Sovet Gürgüştürkiye" newspaper (1984-1989), deputy director of the Baku Municipal Criticism-Propaganda Theater (1989), and acting director (1996-2006), director (2006-2008), and deputy director (2008-2018) of the Azerbaijan State Musical Comedy Theater. He is currently retired. He is the author of essays, feuilletons, dozens of reports and interviews, and scientific articles. He taught and prepared a textbook on stage technique, stage lighting, and stage design at the Azerbaijan State University of Culture and Art (1999-2007). He is the author of the libretto for the operetta "When Fates Meet" (music by Rauf Hajiyev), and the author of the lyrics for the play "The American Groom" (music by Ramiz Mirishli).

He is an Honored Worker of Culture (2006).
