Elshad Guliyev was born in Jalilabad.

He studied at the Philology Faculty of Azerbaijan State University and the Moscow Academy of Social Sciences.

After teaching in Lankaran for 3 years, he worked at the Azerbaijan State Television and Radio Broadcasting Committee. For some time, he worked as a translator, editor-in-chief of television programs, then as the first deputy chairman of the Committee (1972-1983), chairman of the State Television and Radio Broadcasting Committee (1983-1990). In 1992, he was again appointed chairman of the State Television and Radio Company. He worked as the general director of the first independent television channel in Azerbaijan - UNTI (1993-1994). Since 1990, he has been the chairman of the "Bilik" Enlightenment Society. He is the author of several books on television broadcasting and journalism: "With a TV camera and a microphone" (1985), "Television at the crossroads of two centuries" (1993), "Television: theory, development trends" (2004).

Honored Artist (1989), Candidate of Historical Sciences (1991), Professor Elshad Guliyev died in 2008.

Professor Elshad Guliyev is the father of director Jamil Guliyev.
