Gazanfar Khaligov was born in Gobu.
He studied at the Azerbaijan State Art College (1928).
He worked as a caricaturist in the magazines "Molla Nasreddin" (1929-1930), "Kirpi" (1953-1958), and in the newspaper "Ganj Ischchi". He also worked as a theater and cinema decorative artist.
He was the first artist to paint a portrait of Nizami Ganjavi.
He taught at the Azim Azimzadeh Art School.
Honored Artist (1940), People's Artist (1973) Gazanfar Khaligov died in 1981.
