Hafiz Fatullayev was born in Baku.
He studied at the Directing Faculty of the Azerbaijan State Institute of Arts (1970).
He worked at the Azerbaijan State Drama Theater (1971-1977), Azerbaijan Television (1977-1990) and Lider Television. Since 1991, he has been the head of the independent film company "Rimur". He worked at the "Unfading Stars" Theater.
Hafiz Fatullayev died in 2015 and was buried in the Mashtaga cemetery.
