Ilgar Safat (Ilgar Mammadov) was born in Baku.

He was accepted to the Moscow Institute of Chemical Technology, but left without studying for a year. He enrolled in a theater studio in Moscow. In 1988, he returned to Baku and got a job at a film studio. He studied at the Azerbaijan Pedagogical Institute, specializing in Russian language and literature (1995), and at the Higher Courses of Screenwriters and Directors in Moscow (2002, Vladimir Khotinenko's workshop).

In 1995-2000, his articles were published in various newspapers and literary magazines. He is the author of about a hundred songs. He performed with his songs at various venues in Baku and Moscow. For a while, he worked as a director at the Far Eastern Film Newsreel Studio in Khabarovsk. Currently, he collaborates with the "Narimanfilm" studio. He also works as a theater director, directing performances on the stage of the Azerbaijan State Russian Drama Theater.

Director Ilgar Safat is the brother of producer Nariman Mammadov.
