Jabir Novruz (Jabir Novruzov) was born in the village of Upa, Khizi district.
He studied at the Baku Pedagogical Technical School (1947-1951), the Faculty of Journalism of Azerbaijan State University (1951-1952), and the Maxim Gorky Literary Institute in Moscow (1952-1957).
He was a literary worker at the “Baku” evening newspaper (1958-1964), deputy director of the poetry department of the “Azerbaijan” magazine (1964-1967), editor-in-chief (1984-1987), the first editor-in-chief of the “Ulduz” magazine (1967-1970), editor-in-chief of the “Literature and Art” newspaper (1991-1993), secretary of the Board of Directors of the Writers' Union (1970-1997), and a deputy of the Milli Majlis (1995). In 1981, he was elected an honorary citizen of Minneapolis, United States. He began his creative work during his student years. His first poem, "First Meeting," was published in the journal "Revolution and Culture" in 1952. His poems have been translated into foreign languages many times. Deep lyricism and the glorification of pure emotions are characteristic features of his work. He is the author of the books.
Honored Artist (1978), People's Poet (1999) Jabir Novruz died in 2002 and was buried in the Alley of Honor.
