Mammad Gurbanov was born in the village of Merzit, Zangezur district, Yelizavetpol province. After the attack of Dashnak bandits on their village in 1919, his family came to Hajigabul station.
In 1924, he completed his school education and was sent to Baku, where he mastered the profession of a locksmith in the repair of steam locomotives at the Railway Factory School. For a while, he worked as a locksmith at a steam locomotive depot in Ganja. He studied at the Tbilisi Railway Faculty (1929-1932) and at the Nariman Narimanov Industrial Technical School in Baku. He worked as a secretary of the Komsomol committee at the Ganja Textile Plant, secretary of the city Komsomol committee, head of the public education department, and editor-in-chief of the city newspaper "Kirovabad Bolshevik" (1935-1941).
He worked in the Komsomol and party leadership in Vartashen (now Oghuz), Ganja and Baku (1941-1955), Chairman of the Azerbaijan State Radio Committee (1951-1952), Minister of Culture of Azerbaijan (1955-1965), Deputy Chairman of the Azerbaijan State Cinematography Committee (1965-1966), Chairman (1966-1979). He was repeatedly elected as a deputy of the Supreme Soviet of the Republic of Azerbaijan, a member of the Central Committee of the Communist Party of Azerbaijan.
Mammad Gurbanov died in 1979 and was buried in the Second Alley of Honor.
