Mehriban Aliyeva was born in Baku.

She studied at the Faculty of Treatment and Prevention of the Azerbaijan State Medical Institute (1981), and at the First Moscow State Medical Institute named after I.M. Sechenov (1988).

She completed a clinical residency in “Eye Diseases” at the First Moscow State Medical Institute named after I.M. Sechenov (1988-1990). She worked at the Scientific Research Institute of Eye Diseases in Moscow under the leadership of Academician Krasnov (1990-1995). She defended her dissertation on “The Problem of Euthanasia and Humanism in Medicine” and received the degree of Candidate of Philosophical Sciences (2005).

In 1995, the Azerbaijan Cultural Foundation, which she currently heads, was established on her initiative. In 1996, she founded the “Azerbaijan-Heritage” magazine, published in three languages. She was elected President of the Azerbaijan Gymnastics Federation (2002). Since 2004, she has headed the Heydar Aliyev Foundation. He was elected to the Milli Majlis from the second Azizbekov constituency (2005) and the second Khazar constituency (2010, 2015). In 2013, he was elected Deputy Chairman of the New Azerbaijan Party. He was awarded the title of Goodwill Ambassador of UNESCO (2004-2022) and ISESCO (2006). He was awarded the Heydar Aliyev Award (2009).

In 2017, by the decree of President Ilham Aliyev, he was appointed First Vice President of Azerbaijan.
