Nariman Narimanov was born in Tbilisi.

He studied at the Gori Seminary (1890) and the Medical Faculty of Novorossiysk (Odessa) University (1908).

In 1894, he organized the first public reading room-library for the Muslim masses in Baku. He wrote literary works that touched on social problems, translated N. Gogol's comedy "The Inspector" into Azerbaijani (1899), and compiled textbooks for those learning Azerbaijani and Russian. In 1905, he became a member of the social democratic "Hummet" organization, and in 1917 he became its chairman. He translated the program of the Russian Social Democratic Party (RSDRP) into Turkish. In 1919, he was summoned to Moscow and appointed Deputy People's Commissar of National Affairs of the RSFSR. After the collapse of the People's Republic, he was appointed Chairman of the Azerbaijan Revolutionary Committee (Revkom) and the Council of People's Commissars. After the establishment of Soviet power in Azerbaijan, he was elected chairman of the Central Committee of the Azerbaijani SSR. After the formation of the USSR in 1922, he was appointed one of the chairmen of the Central Executive Committee.

Nariman Narimanov died mysteriously on March 19, 1925 and was buried in the Kremlin Wall Necropolis.
