Nigar Rafibayli was born in Ganja.
She studied at the Baku Pedagogical Technical School (1930), the Moscow Pedagogical Institute (1932-1936).
She worked in the script department of the Baku film studio, at the school for workers and youth (1930-1932), as a translator and editor in the fiction and literature department of "Azerneshr", and as an editor in the fiction department of "Ushakganjneshr" (1937-1939).
Her first poem "Chadra" was published in the magazine "Dan Ulduzu" in 1928. She translated works by foreign authors into Azerbaijani.
Honored Cultural Worker (1967), People's Poet (1981) Nigar Rafibayli died in 1981 and was buried in the II Alley of Honor.
Poet Nigar Rafibayli was the wife of poet Rasul Rza.
Poet Nigar Rafibayli is the mother of writer Anar Rzayev.
