Rafig Hashimov was born in the Alikand village of Ujar. He lived in the Guzdek settlement of Absheron until he was 18.

He studied at the Faculty of Television and Radio Engineering of the Baku Communication Electrotechnical School (1981-1985), and the Faculty of Journalism of Baku State University (1997).

In 1987, he started working as a technician at the Azerbaijan State Television and Radio Broadcasting Company. Later, he worked as a video operator and editor. Since 1990, he has been working as an announcer. He was the host of "News", various state events, the "XX century" author's program, and the "Morning" program. He was engaged in the speech of presenters and correspondents on Space TV (2001-2003), Lider TV (2006-2007), and Khazar TV (2015). He worked as a pedagogical worker on speech culture at Khazar University. His stories and essays, as well as his translations of world literature classics, including Nobel Prize laureates Herman Hesse, Czesław Milosz, and Jorge Luis Borges, into Azerbaijani have been published in the country's magazines and newspapers.

In 2020, he was appointed Deputy Chairman of Azerbaijan Television.

He is an Honored Artist (1998).
