Salim Babullaoghlu (Salim Salimov) was born in Ali Bayramli (now the city of Shirvan).

He studied at the Faculty of Librarianship of Baku State University (1990–1995).

He was a correspondent and editor in the "Khazar" editorial office on Azerbaijani television (1997–2000), host of the "Yaddash" program, editor of the "Uz-uza" program, editor-in-chief of the "Segodnya" supplement published in Russian of the "Yeni Azerbaijan" newspaper (2003), editor-in-chief of the "Dunya edebiyaty" magazine (2004–2014), which he founded under the AYB, editor of the "ATV Kitab" series, editor-in-chief of the "Kitabçı" magazine (2013–2016), editor-in-chief of the "DĒB" (Books from World Literature) and "Yeni DĒB" book series, chairman of the Azerbaijan Center for Artistic Translation and Literary Relations (2014–2021).

His first printed poems and articles were published in the "Işıq" and "Mayak" newspapers of the city of Ali Bayramli. He collaborated with numerous newspapers. His poems, interviews and articles have been translated into more than 20 languages, and his books have been published in foreign countries.

He has been a member of the Board of Directors of the Azerbaijan Writers' Union since 2003, and since 2021, he has been the Secretary of the Union for International Relations and Translation, and the Chairman of the Union's Admissions Committee. He is the Azerbaijani representative of the Turkish Literature Foundation, and the Vice-President of the TURKSOY Writers' Union.
