Suleyman Rustam (Suleyman Rustamzadeh) was born in the village of Novkhani in Baku.

He entered the Faculty of Oriental Studies of Azerbaijan State University, and in 1929 he transferred to the Faculty of Literature and Art of Moscow State University.

He was elected a member of the Central Executive Committee of the Transcaucasus (1935). He was elected a deputy to the Supreme Soviet of the Azerbaijan SSR of the first convocation (1938), and was a deputy in all convocations until the end of his life. He was the Chairman of the Supreme Soviet of the Azerbaijan SSR (1971-1989). He worked as the director of the Azerbaijan State Academic Drama Theater (1937-1938), editor-in-chief of the "Literature Newspaper". He began his literary activity in the early 1920s. In 1922 he wrote the one-act comedy "Chimnaz khanum yukudadir". His first printed poem, "Unudulmuş ganja", was published in the journal "Maarif ve müdün" (now "Azerbaijan") in 1923. His first book of poems, "From the World to the Thrill," was published in 1927. Political lyrics and love poems occupy an important place in his work. He wrote in syllabic and aruz meters. He is one of the authors of the words of the national anthem of the Azerbaijan SSR.

Honored Artist (1943), People's Poet (1960), Stalin Prize (1950), laureate of the Azerbaijan State Prize (1970, 1986), Hero of Socialist Labor (1976) Suleyman Rustam died in 1989 and was buried in the Alley of Honor.
