Tahir Akbar was born in Baku.
He studied at the piano department of the Dzerzhinsky Music School (1960-1965), the Hamza Hekimzade Niyazi Tashkent Music Theory Department (1965-1969), and the composition department of the Mukhtar Ashrafi Tashkent State Conservatory (1970, Boris Zeydman's course).
He composed choral music, symphonic and chamber works. His work "Symphonic Colors", "Amin" on the theme of theology are considered new genres in Azerbaijani professional music. Dozens of songs composed by the composer have been performed by famous singers.
Honored Artist (2012) Tahir Akbar died in 2018 and was buried in the "Gurd Kapisi" cemetery.
