Tavakkul Aliyev was born in Neftchala.

He studied at the Faculty of Cinema and Drama Acting of the Azerbaijan State Institute of Arts (1973).

He began his career at the Lankaran State Drama Theater by appointment. His first role on the stage of the theater was the character of Azer in the play "Good Man" (Mirza Ibrahimov). He remained loyal to the team until the end of his life. He directed some performances and cultural and mass events held in Lankaran.

He starred in the film "Freedom is a Sweet Word" (1972, directed by Vytautas Zhalakiavichyus / Russia, Lithuania), produced by foreign filmmakers. 

Honored Artist (2002), winner of the "Progress" medal (2013) Tavakkul Aliyev died in Lankaran in 2017 and was buried at the Zabrat cemetery in Baku.

Actor Tavakkul Aliyev was the husband of actress Boyukkhanim Aliyeva.
