Teymur Elchin (Teymur Aliyev) was born in Shusha. In 1931, his family moved to Baku.
He studied at the Philology Faculty of Azerbaijan State University (1941-1948).

He began his literary activity at an early age. His first published work was the poem "Azerbaijan" (1938), published in the "Poems Collection" of the Baku Central Pioneer House. His articles published in periodicals were signed by Teymur Alizade. Songs were composed to his poems. The verse play "Snow Girl" was staged at the Young Spectators Theater (1983). His works have been published in the languages of foreign nations. He also paid special attention to literary translation.
Poet, publicist, translator, public figure, laureate of the State Prize (1991) Teymur Elchin died in 1992.
