Ulviyya Heydarova was born in Ali Bayramli (now Shirvan).

She studied at the Journalism Faculty of Azerbaijan Social and Political University (1999–2005), the Creativity Faculty of Baku Slavic University (2009), the School of Young Writers (2010), Paul Fraser's scriptwriting course (2017), Ramiz Fataliyev's Dramaturgy Laboratory under the Union of Theater Workers (2018), and the scriptwriting department of Rustam Ibrahimbeyov's Cinema School (2019-2022).

She worked as a correspondent for the newspapers “Az-Media” (2001-2002), “Vetendash Hemreyliyi” (2001-2002), “Window” (2007-2011), “Olkem” (2007-2015), editor-in-chief at Space TV (2016), press secretary at the International Turkic Culture and Heritage Foundation (2017). Since 2018, she has been an employee of the Azerbaijan Television. 

Her plays have been staged in Azerbaijan, Russia, Georgia and Turkey. Her plays have received awards from various international competitions and festivals. She was the winner of the “Prose” category of the 5th “Baltiyski Gamayun” International Literary Festival (2021, Lithuania). The story "Laptop" was awarded 1st place in the I Nasimi National Literary Award for Prose (2008), the monologue "I Believe" was awarded 2nd place in the "Winning Azerbaijan" Festival of Plays (Academic National Drama Theater, 2021) and 2nd place in the 4.4 Short Plays Festival (Azerbaijan Young Spectator Theater, 2022). 

She was awarded the "Progress" medal (2019).
