Yalchin Afandiyev was born in Baku.
He studied at the Faculty of Geological Geography of Azerbaijan State University (1954-1960) and the Faculty of Directing of the All-Union State Institute of Cinematography (1962-1967, workshop of Lev Kuleshov and Boris Belokurov).
He worked as a director at the “Azerbaijanfilm” film studio (1966–1991 / 1994-2002). Here he worked as the director of the Chronicle Documentary Films Association (1983–1986). He continued his activities as an artistic director and director at the “Azerbaijantelefilm” film studio on Azerbaijani television (1991–1994).
Since 1995, he has been engaged in pedagogical activity at the Azerbaijan State University of Culture and Arts for many years.
Honored Artist (1982), People's Artist (2007), Professor Yalchin Afandiyev died in 2019 and was buried in the Second Alley of Honor.
