Yusif Mukhtarov was born in the village of Kurkendi, Sabirabad.
He studied at the Azerbaijan State University of Culture and Art and the Plekhanov Moscow State Academy of National Economy.
He began his career as an announcer at the Azerbaijan State Radio and Television Company in 1964. Until 1994, he worked there as an announcer, editor-in-chief of the socio-political broadcasts editorial office, and artistic director of the announcer department. He was the managing director of the Baku Municipal Theater (1992-2010).
Laureate of the “Golden Dervish” award (2005), Honored Artist (1991), People's Artist (2002) Yusif Mukhtarov died in 2010.
Actor Yusif Mukhtarov was the husband of actress Amaliya Panahova.
